Common Council

As the legislative body of the City, the Common Council, often referred to as the City Council, is a link between the residents of Bloomington and their government. By enacting legislation that fosters the health, safety, and welfare of the City, the Council works to represent the interests of residents while ensuring the delivery of municipal services. By statute, the Council is responsible for the control of the City's property and finances, and the appropriation of money (Indiana Code ยง 36โ€4โ€6โ€18).

Find your Council Representative

Six Councilmembers represent individual City districts and three represent the City At-Large. To find out which Council district you are in, consult the City Council District Interactive Map. Use the myBloomington address search to find all sorts of information about the area in which you live. Downloadable maps are available in the Council District Map Gallery.

Stay Updated

The Council Office generally sends out packets of materials the Friday before each Council meeting. These weekly packets include agendas, legislation for consideration, and other supporting materials for the following Council meeting.

2027 Budget Information

On August 17. 19, 24,and 26 the Common Council will hold budget hearings, including presentations from each of the City's departments for the proposed 2027 budget. Information on the City's budget proposal, including departmental memos and presentations can be found on the City Budget webpage.

August 18, 2026 Questions and Answers

The departmental budget presentations will begin at 5:30 p.m. each of the scheduled evenings and take place in Council Chambers (Room 115) in City Hall, 401 N. Morton Street, Bloomington, IN 47404. The budget presentation schedule is as follows:

Council Meetings

Council meetings will generally be held the first and third Wednesdays of the month at 6:30 pm in the Council Chambers (#115) of City Hall, 401 N. Morton Street, unless additional notice is provided. Council meetings (Regular Sessions and Special Sessions) are meetings where official actions are taken (e.g. legislation is passed, legislation is amended, etc.). Ordinances are generally discussed at two subsequent meetings (please see this document for new procedures enacted February 18, 2026) whereas resolutions are generally discussed at only one meeting.

Members of the public wishing to join meetings electronically may do so with meeting links posted on the Council's meeting calendar. Members of the public participating electronically will have audio and video disabled until the presiding officer calls for public comment, at which point public participants wishing to comment will have only audio enabled.

All meetings of the Council and its committees are open to the public. Agendas, packets, notices and background material for these meetings will be linked at the Council's "Meetings & Documents" Page.
